The study was conducted in order to identify the existing government legal and policy documents to know how far the poor and vulnerable
people are protected by the state during the time of disaster or pandemic along with its implications. It then devises recommendations for
providing a roadmap to address the adversity created by the spread of the pandemic in the nation. The study was hence conducted with three
major objectives in mind; conducting policy analysis of COVID-19 related policy framework issued by Government of Nepal to understand
policy context along with overall human rights and access to justice perspective; and to suggest measures for legal empowerment and
program initiatives that should be incorporated in the national and sub-national development plans in order to make state responsible to the
needs of poor and vulnerable people during disaster or pandemic.
